  1. remedy (noun) – solution, answer, antidote/panacea.
  2. cadre (noun) – a government service to which a member of the All India Service (AIS) officers (IAS, IPS and IFoS) is posted. “Cadre Officer” means a member of the Service.
  3. deputation (noun) – When an officer is appointed from outside the cadre or from outside the direct line of promotion for a limited period by the end of which he will have to revert to his parent cadre, he is known to be on deputation or on short-term contract. The term deputation is used when officers from Central Government Departments, State Government or Union Territories are considered for appointment.

Department of Personnel & Training (DoPT) (noun) – The Department of Personnel & Training (DoPT) is the coordinating agency of the Central Government in personnel matters especially in respect of issues concerning recruitment training career development and staff welfare. The Department is the cadre controlling authority for the Indian Administrative Service (IAS) officers and the three Secretariat Services in the Central Secretariat. It is also responsible for formulation and coordination of training policies for the All India and Central Services and providing support for the capacity building of State Government officials.

Rule 6 (deputation of cadre officers) of the IAS (Cadre) Rules 1954 (noun) – According to Rule-6 (1) of the IAS (Cadre) Rules-1954, “a cadre officer may, with the concurrence of the State Governments concerned and the Central Government, be deputed for service under the Central Government or another State Government or under a company, association or body of individuals, whether incorporated or not, which is wholly or substantially owned or controlled by the Central Government or by another State Government.” The rule further provides in case of a disagreement between the Centre and the states that “the matter shall be decided by the Central Government and the State Government or State Governments concerned shall give effect to the decision” of the Centre.
  10. Proposal for Amendments in IAS (Cadre) Rules, 1954 (noun) – the Department of Personnel and Training (DoPT) said in a letter to the chief secretaries of all state governments, dated 12 January, 2022 that an officer whom the Centre wants on deputation would “stand relieved” from his or her respective cadre, even if the state government concerned disagrees or doesn’t give its consent within the specified time.

  52. Union Public Service Commission (UPSC) (noun) –The Union Public Service Commission (UPSC) is India’s premier central recruiting agency. The agency’s charter is granted by Articles 315 to 323 of Part XIV of the constitution, titled as Services Under the Union and the States. Under Article 320 of the Constitution of India, the Union Public Service Commission is required to be consulted on all matters relating to recruitment to civil services and posts.
