Department of Personnel & Training (DoPT) (noun) – The Department of Personnel & Training (DoPT) is the coordinating agency of the Central Government in personnel matters especially in respect of issues concerning recruitment training career development and staff welfare. The Department is the cadre controlling authority for the Indian Administrative Service (IAS) officers and the three Secretariat Services in the Central Secretariat. It is also responsible for formulation and coordination of training policies for the All India and Central Services and providing support for the capacity building of State Government officials.
Rule 6 (deputation of cadre officers) of the IAS (Cadre) Rules 1954 (noun) – According to Rule-6 (1) of the IAS (Cadre) Rules-1954, “a cadre officer may, with the concurrence of the State Governments concerned and the Central Government, be deputed for service under the Central Government or another State Government or under a company, association or body of individuals, whether incorporated or not, which is wholly or substantially owned or controlled by the Central Government or by another State Government.” The rule further provides in case of a disagreement between the Centre and the states that “the matter shall be decided by the Central Government and the State Government or State Governments concerned shall give effect to the decision” of the Centre.
Proposal for Amendments in IAS (Cadre) Rules, 1954 (noun) – the Department of Personnel and Training (DoPT) said in a letter to the chief secretaries of all state governments, dated 12 January, 2022 that an officer whom the Centre wants on deputation would “stand relieved” from his or her respective cadre, even if the state government concerned disagrees or doesn’t give its consent within the specified time.
