1. gross (adjective) – flagrant, overt, blatant, glaring, obvious/ evident; total/complete.
2. mismanagement (noun) – maladministration, misconduct, malpractice, dereliction, mishandling.
3. drug (noun) – medicine, medication, medical drug. 
4. fall behind (phrasal verb) – trail, straggle, lag behind, move slowly.

38. condemnable (adjective) – objectionable, censurable, lamentable, unjustifiable, discreditable, disgusting.
39. as a last resort (phrase) – a final course of action when all else has failed.
40. abominable (adjective) – very bad, poor, terrible.
