The Hindu Editorial (Deep in disarray) – Aug 22, 2023:

  1. deep (adjective) – very intense or extreme.
  2. disarray (noun) – disorder, confusion, chaos, disorganization, shambles.
  3. Legislative Assembly (noun) – Assembly/Vidhan Sabha; a legislative body in the states and union territories of India.
  4. convene (verb) – hold, assemble, meet, gather.
  5. hold (verb)- organize, conduct, convene, assemble (a meeting).
  6. depth (noun) – intensity, magnitude
  7. the Council of Ministers (noun) – the supreme executive organ in a government.  The term is usually equivalent to the word “cabinet”.
  8. grave (adjective) – crucial/critical, important/significant, serious.
  9. grip (verb) – affect, afflict, beset, torment.
  10. summon (verb) – order someone to be present; call for, ask for, request the presence of.
  11. call for (phrasal verb) – require, publicly ask/necessitate, demand.

  14. law and order (noun) – a condition in which the existing rules, regulations, norms and related legal codes are recognized and observed for the sustenance of peace, orderliness and security of lives and property in society.
  15. legislator (noun) –  a member of a legislature (parliament/legislative assembly); lawmaker, (elected) representative.
  16. ethnicity (noun) – a category of people who identify with each other based on common language, ancestral, social, cultural, or national experiences.
  17. affiliation (noun) – connection, relationship, association, partnership, attachment, link.
  18. prevailing (adjective) – existing, current, present.
  19. atmosphere (noun) – situation, condition, background, context, scenario. 
  20. unlikely (adjective) – doubtful, implausible, improbable, questionable.
  21. bound by (adjective) – constrained by, answerable to, liable to, accountable to, under the control of.
  22. aid and advice (phrase) – The real authority to take decisions lies in the elected government. This is the meaning of ‘aid and advice’. Titular head (Governor/Lt. Governor) has to act in accordance to aid and advice.
  23. with regard to (phrase) – concerning, regarding, with regard to, in relation to, as/in comparison with, in connection with.
  24. bench (noun) – a court of law with a number of judges.
  25. Constitution Bench (noun) – a bench of the Supreme Court having five or more judges on it. These benches are not a routine phenomenon.  Constitution Benches are exceptions, set up only if some circumstances exist).
  26. Division Bench (noun) – a bench of two or three judges is called a division bench.
  27. wisdom (noun) – understanding, insight, perception, discernment, foresight, rationale, rationality.
  28. sought past tense of seek (verb) – ask for, request, appeal, solicit, call on, invite.
  29. civil society (noun) – it is the space outside the family, public sector (government & its branches) and private sector (businesses and corporations). It now signifies a wide range of organised and organic groups including non governmental organisations (NGOs), trade unions, social movements, grassroots organisations, online networks and communities, and faith groups.
  30. break out (noun) – (sudden) outbreak, eruption, flare-up, upsurge, outburst, blow-up (of something unwelcome).
  31. communication (noun) – message, information, statement, report, communiqué.
  32. grant (noun) – allocation, allotment, award, allowance.
  33. Meitei/Manipuri people (noun) – an ethnic group native to the state of Manipur in northeastern India. Valley-dwellers & non-tribals Meitei/Manipuri comminity is the largest & dominant community in Manipur, account for about 53% of the State’s total population of 2.85 million (2011 census). 
  34. Kuki-Zomi community (noun) –The Kuki (hill tribes) people are an ethnic group native to the state of Manipur and other states in northeastern India. The “Mizo” (poetic version of “Zomi”), people are a ethnic group native to the Indian state of Mizoram and neighbouring regions of Northeast India.
  35. cast a shadow on/over (phrase) – to make people feel less happy, to make situation appear less good or hopeful; disappoint, let down, discourage, demoralize, wear down.
  36. legitimacy (noun) – constitutionality, reasonableness, justification, validity.
  37. authority (noun) – authorization, right, power.
  38. well-advised (adjective) – wise, sensible, prudent, thoughtful.
  39. act on (phrasal verb) – comply with, obey, follow, conform to, abide by, adhere to, uphold.

  41. collegium (noun) – The collegium system is the one in which the Chief Justice of India and a forum of four senior most judges of the Supreme Court recommend appointments & transfers of judges. There is no mention of the collegium in the Constitution of India.
  42. consent (noun) – approval, acceptance, agreement, assent, concurrence.
  43. functionary (noun) – official, office-bearer, office-holder, administrator.
  44. hold back (phrasal verb) – hinder, hamper, impede, inhibit, obstruct, thwart, block. 
  45. set off (phrasal verb) – cause, bring about, bring on, lead to, give rise to, prompt.
  46. lapse (verb) – deteriorate, decline, fall, get worse, worsen, degenerate.
