- pandemic (noun) – the worldwide spread of a new disease; The illness spreads around the world and typically affects a large number of people across a wide area.
- call (for) (noun) – need, necessity, demand, requirement.
- kernel (noun) – essential part, fundamental part, basic part of something, crux, nucleus.
- Parliamentary Standing Committee/Parliamentary panel (noun) – it is a committee (consisting of Members of Parliament) constituted usually on an annual basis to enable detailed consideration/discussion on all bills (all proposed laws).
- comprehensive (adjective) – all-inclusive, broad-based, complete/thorough.
- Public Health Act (noun) – The introduction of Public Health Act will empower the governments to handle unforeseen situations like the COVID-19 pandemic. This Act will dawn a new era of healthcare wherein every citizen of the country would be able to avail the basic healthcare facilities with due deliberation. Although Government of India has tried to bring in new legislation, yet there was absence of political will and knowledge to foresee such disasters. In 1955 and 1987, the Government developed Public Health Act, but it failed to garner the support of the states.

The government is the only entity paying for the coverage, most likely funded through taxes. In this system, the term “single-payer” refers to the government.

- transition (noun) – change.
- rights-based (adjective) – based on the (human) rights.
- exclusionary (adjective) – alienating, isolating, separating out/sorting out, segregating.

- reliance on (noun) – confidence in, dependence, belief in.
- tertiary care/hospital (noun) – highly specialized medical care.
- corrective (adjective) – remedial, curative, restorative.
- corrective (action) (noun) – action to eliminate the cause of a detected non-conformity or other undesirable situation.
- public expenditure/spending or government expenditure/spending (noun) – money spent by the government.
- Gross domestic product (GDP) (noun) – a measure of economic activity in a country. It is the total value of a country’s annual output of goods and service.
